In 1969, the Diocese of Rockville Centre, was the first to file an application and receive approval to operate an Instructional Television Fixed Service (ITFS) with the Federal Communications Commission. As a result of this initial step into mass communications, TeLIcare now reaches all of Long Island and can be viewed in over 650,000 homes and over 60 parochial elementary schools.

TeLIcare acquires its programs from the Faith and Values Interfaith Satellite Network (VISN), the Eternal World Television Network (EWTN), and other satellite services. Four education channels reach the parochial schools with an added call-in service whereby a teacher can contact TeLIcare and request a specific program at a time when it best fits into a lesson plan. As a special service, TeLIcare now provides live coverage of Christmas liturgies, Holy Week observances, and other prominent religious events from St. Agnes Cathedral in Rockville Centre, New York. Additionally, TeLIcare regularly visits individual parishes for its weekly "On Long Island: The Parish Series" to spotlight local church activities.
